I like the creativity with breaking VOO down into its components and using that as a basis for selecting sectors to draw down from. The challenge is that the methods of cap weights and custom cap weights was flawed in several ways. Another concern is that the terminal balances in the sector ETFs were skewed by the withdrawal strategy leading to significant allocations that deviated substantially from the desired cap weights. The reference to the New Economy portfolio seemed irrelevant.
