European Union thresholds are at 3% of gross domestic product for a country’s government deficit. The new deal would enable Spain’s deficit to run as high as 6.3% this year without penalties instead of the previous threshold of 5.3%. The yearly goals to wind down Spain’s debt are for 4.5% of GDP for 2013 and 2.8% for 2014.
 
The fear has been similar to those in Greece—that cutting public spending too much and at too quickly a rate could exacerbate the country’s debt problems. Madrid’s debt ratio was as 8.6% last year, so the funding and loosened requirements seem have the potential to help the country get back within acceptable levels.
 
The meeting yesterday brought Europe’s finance ministers closer to finalizing the €100 billion in previously promised funds. However, Spain is not the only threat to the Eurozone economy. Positive industrial production reports from the UK, Italy, and Sweden are being viewed as one-off factors in light of declines in France and Greece.
 
It is felt that the economic pictures painted by France and Greece are truer representations of Europe’s overall economic condition. Europe’s so-called black cloud of indecision is freezing decision making by businesses across the globe.
 
The May improvement in industrial production is based on an extra work day during that month while the forecast for June is lower because of the celebration of the Queen’s Diamond Jubilee, which will eliminate two work days from the month.
