I think the concept is interesting but clients unfortunately don't spend based on averages and while the concept could assuage some clients concerns it would be a problem in the 1st year that the RMD went down and you had to tell the client that the cant spend what they did the year before. One idea would be to based the spending 1 year in arrears so that the client had time to smooth spending
