The Boston Consulting Group is gearing up to report that the SEC needs another 400 people on the front lines to do everything it will need to do in the new regulatory environment.

The draft report apparently says that if managers shift down to front-level tasks, the "talent gap" can be narrowed but not completely erased. But given the BCG's rumored criticisms of the SEC's union system, communications network and crowded chain of command, this may not be easy.

The final report is due in front of Congress about a week from now.
